Declaration of commencement of construction works: what do I need to know before starting construction?
The construction of any object, even a private house or garage, begins not with digging a pit, but with documents. And one of the most important documents is the Declaration of the Beginning of Construction Work. Its correct execution is a guarantee of calm and legal construction, without fines, stoppages or legal disputes.
What is a declaration of commencement of construction works?
It is an official notification to the state authorities (in particular, the State Inspectorate of Architecture and Urban Planning of Ukraine – SIAM) that you plan to start construction. Depending on the type of object, it can be a declaration or a message.
For objects of minor impact class (CC1), which include individual residential houses, summer houses, garages, outbuildings, it is sufficient to submit a notification of the start of works.

* Notification of the commencement of construction works – submitted online through the GIAM electronic office or through CNAP

1. Register on the GIAM E-Services portal.
2. Fill the notification form with the land and facility details.
3. Upload the scanned copies of the documents.
4. Sign and submit online.
After successful submission of the notification, the system automatically generates a statement, which is a confirmation of the legal start of construction.
Common mistakes to avoid:
* Submitting a notification for a facility with the highest impact class (CC2, CC3) – you need a permit there, not a notification.
* Mistakes in the cadastral number or technical specifications.
* Filing on behalf of a person who is not the owner of the site.
* Using outdated forms of documents.
