The place of opening of the inheritance is the last place of residence (registered address) of the testator.
The inheritance case is opened with a notary in that particular city.
MYTHs (in simple terms)
"There's a war going on, so you can file for inheritance anywhere."
❌ Not always.
If the city is classified as a potential combat zone, but the authorities are still functioning there, and there is no active combat or occupation, inheritance proceedings can ONLY be initiated by notaries in that city.
For example, the deceased was officially registered in Zaporizhia. Zaporizhia is a potential combat zone, which does not give the right to open an inheritance in another city.
The inheritance can only be opened at notaries in the Zaporizhzhia city notarial district or at the state notary office in Zaporizhzhia.

Another critical point is the deadline for accepting or refusing an inheritance, which is six months from the date of death.
The application can be:
• submitted to a notary in person;
• sent to the notary by Ukrposhta;
• submitted to the notary's email address signed with a digital signature (by 23:59 on the last day of the six-month period)
If you do it wrong, there is a real risk of losing your inheritance:
• submitting an application to the "wrong" notary
• believing that martial law means you can submit an application anywhere and without time restrictions (in a year, two years, etc.)
• sending applications that are not properly completed
• missing deadlines, thinking that "we'll sort it out later"
